I assume you mean Russia? It was never meant to be a civilian caliber and was not produced by the civilian side of the ammunition industry inside Russia. Of course they did export it through military end user certificates to countries that bought it for use by their own domestic military use. Historically, it has been almost impossible to export 5,45mm specific firearms, parts or related equipment because it's considered military-only. That's why there are no 5,45mm Saiga or Vepr rifles marketed inside Russia. I can only guess the paperwork that was associated with getting them exported to the US.Here's a question that goes along with that. Did they ever Manufacture 5.45x39 ammo for export?
