no they are not. Saiga handguards requires the steel dowel sticking on our each side of the gas block to secure onto. VEPR handguard needs a tapped hole into the bottom of the gasblock to secure onto, this is where the sling swivel mounts.
well crap. I thought since the saiga i looked at had the same swivel attach in the front.. maybe i'll get my uber woodworker neighbor to make me one like i saw on here.
