im going to drill a steel plate to use as a rivet smasher what size drill bit would work ?

Also how much depth?

Ideally you would use a ball end mill. The depth should be slightly less
than the height of the rivet head

Generally a 9/32 or 5/16 ball nosed endmill is used , and for depth try .110-.115 deep.

I use a 7mm 4 flute ball end mill.
