Flat = no ffl
bent without holes= no ffl
bent with holes = need ffl
I beleive this is the way it works.
Im not sure at what point it becomes a receiver but there are bent 80% receivers with some holes already drilled/cut. I think coldsteels receivers have the mag well along witha few other cuts.

The ColdSteel receivers that I have built with came with the magwell partially cut out, (I wish they didn't), and the holes centerpunched, (I wish they weren't, because they were off on the ones that I have seen).
