Is there any problem with doing a face to face sell with someone who is from out of state? Say WV to VA (border state)??

Only if the guy you sell it to goes on a crime spree with it, or he sells it to someone else that does. Even then you will only be subject to harrassment once YOU prove you aren't the one that became a one man crime wave. Unless this is some kind of ATF entrapment operation, that is. Why would the ATF want you?

Long arms can be transferred to adjacent states legally.

USING GOOGLE and looking at the relavent ATF regs, the above is INCORRECT.

That's what i had heard, I was wanting to verify....

Looking but cannot find the rules....

There was a topic awhile back and I am fairly sure the conclusion was that it had to go through a FFL. I tried searching to find it, but couldn't.

No, you can't do it without a DEALER.

A person may sell a firearm to an unlicensed resident of his State, if he does not know or have reasonable cause to believe the person is prohibited from receiving or possessing firearms under Federal law. A person may loan or rent a firearm to a resident of any State for temporary use for lawful sporting purposes, if he does not know or have reasonable cause to believe the person is prohibited from receiving or possessing firearms under Federal law. A person may sell or transfer a firearm to a licensee in any State. However, a firearm other than a curio or relic may not be transferred interstate to a licensed collector.



(B3) May an unlicensed person obtain a firearm from an out-of-State source if the person arranges to obtain the firearm through a licensed dealer in the purchaser’s own State? [Back]


A person not licensed under the GCA and not prohibited from acquiring firearms may purchase a firearm from an out-of-State source and obtain the firearm if an arrangement is made with a licensed dealer in the purchaser's State of residence for the purchaser to obtain the firearm from the dealer.
