    Front sight base loose

Howdy all! New guy here but I just picked up a an SAR-1 a few days back. Front sight was canted, but not badly and sight pin was off center to presumably compensate for that. Fast forward to tonight and was fiddling around with the front sight base this evening and notice the whole base flops side to side with my fingers, and I can move it a smidge front to back, though pins appear to be tight. Is my best pet popping the pins out and dimpling the barrel a bunch there with a punch?

I would have a gunsmith align things properly then silver solder it in place.

Your plan is sound or use a tubing cutter.
Another is heat and quench the sight base to shrink it.
Yet another is try another sight base.
