The former Yugoslavia used the numbers 11 (ППУ > “PPU” = Prvi Partizan zavod ad Uzice = "First Partizan Factory at Uzice"), 12 (ИК > “IK”, Igman zavod ad Konjic = "Igman Factory at Konjic") and 44 (BTЗ > "VTZ", Vojno Tehnički Zavod = "Military Technical Institute" at Kragujevak) as cover in the late 1940s to 1950s to hide their origin. They also had 5-pointed stars at 9- and 3- o'clock, and these don't.
This ammo is from the 1990s, during the time of the Yugoslav Civil war. I don't think they used those codes.
China used 11 and 011 as a headstamp.
South Africa used 11 and 12 as load codes on their headstamps.
