Take the easy way out...
Take 9mm shotshells, run them into a 9x18 sizer die. Do it carefully so the plastic 'wad' isn't cracker. Works well and is inexpensive...
Take a look at 9mmWinMag-brass as the basic case..........read the web-page article on making .45-ACP-Shot-Shells (American Rifleman had an article also) for some basic "How-To" information (then reverse R&D it for 9x19mm or 9x18mm shot-shells).
............then decide if you want to make these with "star-crimped" or "roll-crimped" and let me know what you decide so I can post more information.
